Update July 28, 2016

Good Day –

I hope all are staying cool during this hot summer season.

I will be holding Cabinet meetings the first two weekends in August.
August 6th in NLI, August 7th in ENY, and August 13th in NNJ.

Recently an email went out to all section managers, club presidents,
assistant directors, and field organization managers, with information
as to location, time, and date (by section).

Since we use contact information that is often out of date, please let
me know if you fall into one of these categories and haven’t yet
received an email.  We will be discussing the recent Board meeting, the
Parity Act, and your concerns.  Please contact me and rsvp right away.

By the way, if you can’t make the meeting in your section, please feel
free to go to one of the others instead.

Now that Congress has gone on hiatus for the summer, I thought it would
be a good time to bring you up to date on the Amateur Radio Parity Act
(H.R. 1301 / S. 1685).

As you may know, ARRL and the Community Associations Institute (CAI)
reached an agreement in June that allowed for the bill to unanimously
move peacefully through the full House Energy and Commerce Committee
just before the summer break.  The amended bill keeps existing PRB-1
intact for those living in communities under the aegis of governmental
zoning boards while at the same time establishes ground rules which
will allow for an effective outdoor amateur radio antenna for those
living in deed-restricted communities.

Simply put, the amended bill came about as a necessity as legislators
from both parties came to the realization that the bill would never get
out of committee to the floor for a vote UNLESS all could reach a
consensus.  We believe that the bill, as amended, gives all the ability
to be satisfied that both the Amateur and the HOA can get what they need
when negotiating an application for an antenna.  You can see the
amendment here:

http://www.arrl.org/files/file/Regulatory/ParityAct-SubstituteBill-Official-2016.pdf

I believe that the amended bill is more objective and more beneficial
to Amateurs than the original bill.

Now that there is no opposition to the bill that we are aware of, it is
our hope that the bill passes the House soon after Congress returns in
September and gets sent to the Senate for approval shortly thereafter.

I will continue to keep you up to date on the progress of the bill as
it journeys through the legislative process.

Nominations for the 2016 Hudson Division Awards are now being
accepted.

This is a wonderful opportunity for you to nominate someone who has
greatly contributed to Amateur Radio in our Division. The ARRL Hudson
Division typically grants awards each year to some very deserving
members of the ARRL in the following (but not limited to) categories;
Technical Achievement, Grand Ole Ham, and Amateur of the Year.

Last year was a banner year for award nominations!  We hope to get as
many nominations this year as well.

There are deserving hams throughout the entire Hudson Division.  We are
asking you to make submissions for this year’s awards by taking the time
to fill out the award nominations form, include any supporting
documentation that best represents the candidate, and write a few
paragraphs describing why you think they deserve the award. Have others
in your write up a nomination as well. The more supporting documents,
the better.

The deadline for submission of all nomination materials is August 22,
2016.

The Awards Luncheon, sponsored this year by the Orange County Amateur
Radio Club (OCARC), will be held on Saturday, November 5, 2016 at the
Ramada Cafe International in Newburgh, N.Y

All proceeds from the luncheon will be donated to the ARRL Legislative
Issues Advocacy Fund.  Donations to this fund are used specifically to
support the efforts to promote, inform, and advocate to Congress on
behalf of Amateur Radio.
